Education

  • Bachelor's Degree in Healthcare or Engineering field required, OR,
  • Master's Degree in Healthcare or Engineering field required.

Experience

  • 7 years’ experience in Quality Improvement/Performance Improvement as a primary role with Bachelor’s Degree required, with experience in healthcare delivery environment preferred, OR,
  • 6 years’ experience in Quality Improvement/Performance Improvement as a primary role with Master’s Degree required, with experience in healthcare delivery environment preferred.

 

License and Certifications

  • Six Sigma Black Belt Certification (SSBC) or equivalent, OR, Six Sigma Master Black Belt Certification (SSMBBC) or equivalent upon hire required.
  • Project Management Professional (PMP) Certification or equivalent upon hire preferred.

Skills & Abilities

 

  • In-depth knowledge of Six Sigma DMAIC, DFSS, systems engineering, IHI Model for Improvement, Theory of Constraints and/or Theory of Profound Knowledge.
  • Ability to develop relevant KPIs and metrics in alignment with organization strategic plan.
  • Analytical skills to differentiate between special cause and common cause variation.
  • Sees across organizational boundaries and care settings which a service and/or information value stream flows.
  • In-depth knowledge with the change management, the human side of change and Tuckman’s model of team development.
  • Strong change management and facilitation skills.
  • Ability to function independently with limited or minimal supervision.
  • Ability to work effectively and respectfully within teams and with individuals at all levels of the organization.
  • Ability flex work or facilitation styles to achieve outcomes with a team and leadership.
  • Ability to prioritize and organize large scale projects across the health system.
  • Ability and skills with A3 management process and quality improvement tools, such as Microsoft Project, Visio, Excel, SharePoint, Power Bi, Minitab or other statistical software. 

Position Responsibilities

The Network Program Manager works under limited supervision to perform highly complex duties related to Performance Improvement (PI) functions that encompass the entire ambulatory network, clinics, hospitals, and internal operations within Southwestern Health Resources (SWHR) /Population Health Services Company (PHSC). 

Position Functions

System Design/Redesign:

  • Analyze care delivery systems and business operational processes across all healthcare settings using variety of approaches such as value stream analysis, hypothesis testing, statistical process control, FMEA, measurement system analysis, process modeling, and/or Pareto charts.
  • Facilitates system designs/redesigns using a variety of broad system approaches such as Six Sigma DMAIC, DFSS, robust process design, systems engineering and/or IHI Model for Improvement.
  • Develop KPIs and process metrics in alignment with organization strategic plan.
  • Leads rapid improvement events to achieve intense improvement activity in short periods of time. Coaches leaders or process owners through local rapid improvement events.
  • Collaborates with department leaders, program directors and managers to assess performance monitoring and implement improvement plans, ensure accountability, feedback loops and monitoring systems.
  • Manage and lead large-scale improvement related activities between the Operations Departments, Physician Network, Data Analytics, Information Resources, Governance Committees and other stakeholders or customers.
  • Communicate to leadership any resource needs. Identify and share any barriers to project implementation.
  • Designs and implements effective processes or programs to improve operational efficiency, effectiveness, quality of care, compliance with regulatory requirements, and nationally recognized quality outcomes.
  • Works with business leaders and process owners to establish or update standard procedures. Partners with process owners to facilitate the creation and maintenance of business process documentation.

Prepare Reporting/Managing Metrics and Performing Analysis:

  • Analyzes, categorizes, interprets, and compiles data to extract usable information from a data set.
  • Manages performance metrics to review program progress and effectiveness, operational process efficiency and effectiveness, and performance against programmatic, organizational, or industry standards.
  • Familiar with business intelligence techniques to convert data into actionable, coherent, and useful information for executives. Uses data visualization techniques to optimize monitoring for performance indicators and presents data in a way that encourages data-driven decisions.
  • Proactively identifies and educates leadership or staff regarding quality or operational performance requirements and guidelines. Work closely with internal and external stakeholders to promote effective communication, facilitate information sharing, and collaborative problem-solving.
  • Prepares reports and analysis of clinical, program, or operational outcomes data to identify opportunities for process improvement initiatives.
  • Prepares written and oral presentations for a variety of internal and external audiences, and gives project or initiative progress reports to Operational, Physician Network, and Executive leadership teams.
  • Perform other duties as assigned.

Knowledge and Education:

  • Facilitates and manages Lean Six Sigma and continuous improvement knowledge across the organization. Provides guidance to leadership and cross-functional teams in Lean Six Sigma tools, techniques, and methodologies to promote a culture of operational excellence.
  • Knowledge of high-reliability theory, high-reliability organizing, and characteristics of high-reliability organizations.
  • Knowledge of project management standards and best practices
